Hill and Robertson were describing genetic recombination, and explaining its evolutionary advantage to finite populations, if I'm remembering correctly. The fact that the circumstances they describe exist, sorta makes the "effect" pretty much "integral" to any "macro" discussion of evolutionary benefits across the spectrum. To hypothesize "would evolution have been possible in the absence of said effect" is impractical- an effect is not the factors or limitations that CAUSE the effect itself. Think about it.......
